Lebanon Committee approves park grant application, inserts $1,540 into budget, and discusses fire engine purchase

The Lebanon Township Committee on Sept. 18 adopted several routine and project-specific actions and discussed ongoing capital needs.
The Committee unanimously approved Resolution No. 150-2024 authorizing submission of a matching grant application to the Hunterdon County Open Space, Farmland & Historic Preservation Trust Fund seeking $56,000 to renovate the Memorial Park volleyball courts. The resolution specifies a 25% municipal cash match and authorizes filing by the County deadline of Sept. 20, 2024; the Committee noted it will secure the balance of funding if the county award is less than requested.
The Committee also adopted Resolution No. 151-2024 to insert $1,540 received from the County of Somerset into the 2024 budget and appropriate the amount under the title “Drunk Driving Fund.” The clerk and CFO were authorized to forward documentation to the Division of Local Government Services for approval.
On personnel and governance items, the Committee accepted resignations from Heidi McKee (Park & Historian Committee) and Jane Kent (Park Committee). The motion to accept the resignations passed with aye votes from Abe Abuchowski, Jay Wojcik, Brian Wunder and Mayor Beverly Koehler; Tom McKee recorded an abstention.
Unfinished business included a Fire Department capital request for a new engine/pumper. Committee member Tom McKee asked to meet with the CFO to review funding options because full funds are not currently available, and Jay Wojcik said grant funding or a lease may be alternatives. Fire Chief Warren Gabriel III was asked to contact the vendor to confirm lease-versus-purchase options; the Committee planned to revisit the item at the Oct. 2 meeting.
The Department of Public Works requested purchase of a Buffalo Turbine blower for $7,475. Clerk Carolynn Budd said the purchase would be made with Clean Communities grant funds; the Committee reached consensus to proceed and Budd will present a resolution to award the quote to Frank Rymon and Sons at the Oct. 2 meeting.
The Committee heard and approved vouchers and the bill list totaling $9,410.03 and received correspondence including the August 2024 Department Head Report and a letter from Local Leaders for Responsible Planning. One public commenter identified as Hagedorn of Point Mountain Road spoke about trees. The Committee later entered executive session to discuss collective bargaining, attorney-client privileged matters and a personnel matter involving the CFO; it returned to public session and approved amended executive session minutes.
