Robbins board approves multiple contracts, adopts debt ordinance and defers water-rate vote

The Village of Robbins Mayor and Board of Trustees voted Oct. 11 to approve a series of contracts and a municipal-debt ordinance while deferring a proposed water-and-sewer-rate ordinance.
Mayor Darren E. Bryant and trustees approved a resolution authorizing an agreement between the Village and Hudson Academy Foundation on behalf of the Robbins Community Garden after trustees asked whether repayment terms constituted a loan. Trustee Tiffany S. Robinson moved the resolution and Trustee George Brewton seconded; roll call recorded ayes and the motion carried.
The board approved a contract with Freeman Cleaning Services LLC. Mayor Bryant described the contract terms and referenced negotiated pricing; Trustee Tiffany S. Robinson moved approval and Trustee Michael Collier Sr. seconded. Trustees also approved a contract with S.C. Fitch Enterprises LLC for financial services; Ms. Fitch addressed the board and described her audit experience and specialty in audit preparation.
The board approved a contractual agreement with Blu Petroleum to place an on-site diesel fuel tank for public-works and police use. Gerald Stewart, Building Department and Public Works, told the board the arrangement would remove an equipment charge provided the Village purchases fuel from Blu Petroleum and that diesel would be about 30–35 cents cheaper per gallon. Trustee Gregory N. Jackson asked about tank size; Trustee Robinson asked why fire-department fuel was not included. The board approved the agreement by roll-call vote.
An ordinance amending the Village code regarding satisfaction of municipal debt — limiting permits and licensing for residents or businesses owing municipal debt — was presented and adopted following a motion by Trustee Robinson and a second by Trustee Brewton.
Trustee Michael Collier moved, and Trustee David R. Dyson seconded, to defer an ordinance to establish water and sewer rates until the next regular council meeting. An ordinance to regulate the Village open-air market was tabled.
Other actions approved included the warrant list totaling $24,848.43, capital and maintenance purchases for police-building exterior work and door-openers at the Bernard Ward Complex, and the Village of Robbins Development Process 2022. All recorded roll-call votes on those items were recorded as ayes and motions carried.
The meeting proceeded to a closed session later in the evening on employee performance and reconvened before adjournment.
