The Richland City Council on June 16 approved Resolution 2026‑83 to declare surplus and relinquish a stormwater easement lying within 608 Williams Boulevard. Staff explained the action corrects an historical placement of the stormwater line that had been under a building; HAPO installed a relocated line outside the building footprint and the city has accepted the installation and abandonment of the prior line.
Carlo, the presenting staff member, said the city will file the relinquishment with the county at the same time the new easement for the relocated stormwater facility is recorded. He added that the city now batches relinquishment requests on a quarterly basis and that turnaround from request to council consideration can range from days to a few weeks depending on complexity.
Council approved the relinquishment by unanimous consent after staff noted it had satisfied utility coordination and that no public comments were made during the hearing. Council treated the item as consent-level business.
The city will proceed to record the new easement and file relinquishment documents with the county, and staff said residents can expect periodic relinquishment packages to come forward on a quarterly schedule going forward.
