Traffic study estimates 892 daily trips for 35 Village Road; ZBA continues comprehensive‑permit hearing to April 23

Attorney John Smolak updated the Zoning Board of Appeals on outstanding stormwater and civil peer‑review items and coordination with the Town of Danvers on water and sewer matters for the proposed multi‑family project at 35 Village Road.
Jeffrey Dirk, project traffic engineer with Vanasse & Associates, presented a Transportation Impact Assessment via Zoom estimating the project would generate about 892 daily vehicle trips, including 76 morning‑peak and 75 evening‑peak trips. The study concluded that nearby intersections would continue to operate at acceptable levels of service (LOS C or better) and recommended measures including maintaining the existing two‑way driveway, reconstructing internal circulation, providing a secondary emergency‑only access, installing STOP control at the site exit, implementing pedestrian enhancements such as sidewalks and ADA‑compliant crossings with a flashing beacon at Locust Street, and an off‑site STOP sign at the Locust Street/Village Road intersection.
Michael White of Howard Stein Hudson reviewed Vanasse’s responses and said five items remained outstanding related to the site plan. Chairperson Richard Benevento asked whether compact parking spaces would be used and urged that spaces be standard size. Member Anthony Mirabito pressed for safety improvements at the southbound approach to the Village Road intersection and requested consideration of a left‑side stop sign and pavement markings. Chair Benevento suggested the project team prepare a traffic management plan for construction.
With no public comment at the meeting, the board voted to continue the hearing to April 23 to allow the applicant to respond to outstanding peer‑review items and to provide any revised plans or mitigation measures recommended by the traffic study.
