Covington council enacts tree ordinance and approves roof contract and alternative tax document

The Covington Village Council voted unanimously on a package of routine municipal matters at its July 1 meeting, including enactment of a tree ordinance and the approval of two resolutions addressing a roof replacement contract and the village’s annual alternative tax document.
Old business: Ordinance 12-24, addressing new and existing trees and their care and maintenance within the Village of Covington, was presented with no changes from prior readings. Jesse Reynolds moved to pass Ordinance 12-24; Julie Blumenstock seconded the motion and council members recorded "all ayes." The ordinance was passed.
Under new business the council considered Resolution R21-24, authorizing the village administrator to enter into a contract for roof replacement. The administration obtained three quotes for a metal roof and two quotes for a shingle roof and described the recommended option as a barn-style metal roof by a metal-building contractor. The council voted to waive the three-reading rule (motion by Jesse Reynolds, seconded by Julie Blumenstock) and then approved R21-24 (motion by Derrick Canan, seconded by Jesse Reynolds) with "all ayes."
Council also considered Resolution R22-24, the annual alternative tax document that allows the village to forgo passing a separate tax budget. Council waived the three-reading rule (motion by Jesse Reynolds, seconded by Martin Leistner) and approved R22-24 (motion by Dawn Duff, seconded by Derrick Canan), again recording "all ayes."
The consent agenda (including approval of the June 17 minutes) had been adopted earlier on a motion by Derrick Canan, seconded by Julie Blumenstock. The meeting adjourned at 7:33 p.m. on a motion by Jesse Reynolds, seconded by Martin Leistner.
