Crawford council adopts parks ordinance, approves resolution allowing delinquent utility charges to be placed as special assessments

The Crawford City Council on July 9 adopted an amendment to Article XI, Section 1-11-2 of the City Parks Board Ordinance No. 695 and approved Resolution 2024-03, which permits delinquent water and sewer rental charges to be placed on property tax rolls as special assessments.
Council President Shane Norman moved to pass the parks-board ordinance on third reading after Council Member April Grant read the amendment; Christopher Dean seconded. The council recorded four affirmative votes: Norman, Dean, Tovmassian and Grant. Mayor Tom Phillips presided over the vote.
On Resolution 2024-03, which authorizes the city to collect delinquent and other water and sewer charges as a special assessment against real property, Christopher Dean moved to approve and Robert Tovmassian seconded. The council voted unanimously in favor. The resolution allows unpaid utility balances to be assessed against the property, effectively creating a mechanism to recover delinquent accounts through property tax processes.
The council also approved multiple routine motions during the meeting, including a change to phone service arrangements for city devices, an amendment to the Solid Waste Agency of Northwest Nebraska service agreement, reimbursement for lifeguard training and certification, scheduling a budget workshop on July 17, and removal of City Clerk Julia Butler from her probationary period with retroactive payment of an "in lieu of healthcare" stipend. Christopher Dean moved to approve the phone/SIM and related reimbursements; he also moved approval of the Solid Waste Agency amendment. Each action passed with the AYE votes of Norman, Dean, Tovmassian and Grant unless otherwise noted.
The council approved bills and claims, including payroll and vendor payments totaling $111,810.88, and adjourned at 7:25 p.m.
