City staff presented the 2025 Urban Water Management Plan (UWMP) and the 2025 Water Shortage Contingency Plan (WSCP) during a public hearing on June 16. The staff report summarized statutory requirements, the document’s groundwater and supply sections, and the requirement to submit adopted plans to the Department of Water Resources (DWR) and the State Library.
Staff emphasized that the UWMP must be updated every five years and explained that the WSCP contains prescribed elements for response to drought or catastrophic supply loss. Council members asked about monitoring frequency and whether the UWMP could be amended between five‑year cycles if conditions changed. Staff confirmed the city receives biannual groundwater studies through a consultant and that the council can schedule an amendment through a subsequent public hearing and submission to DWR within 30 days.
Council discussion also touched on water production projections, which account for fire protection and non‑domestic uses in addition to population growth, and on cybersecurity and blending risks in water system operations. After public comment and discussion, the council adopted a resolution to approve the 2025 UWMP and WSCP and directed staff to file the adopted documents with DWR.
The council’s adoption was unanimous.
