Planning Director Anna Carmer described the first application for 2 Birch Road, Suite 306, as a request to operate an automotive repair business. Ms. Carmer said the building previously housed an automotive repair use, that no exterior changes are proposed and interior alterations would be minimal. The applicant expects 2–4 vehicles per day and has four off-street parking spaces available. Member Jason Bernhard made the motion to recommend approval; Member Cheryl McCormick seconded and the board voted 5-0 to recommend the Special Permit to the ZBA.
The board also considered a Special Permit for 177 North Main St., Unit 201, for indoor commercial recreational use to host a youth basketball development organization after school and in the evening. Ms. Carmer said the applicant expects most attendees to be drop-offs rather than long-term parkers. Member Jason Bernhard abstained from the 177 North Main recommendation because he had developed the site with the previous owner. Member Robert Craig moved to recommend the Special Permit with the condition that the applicant clearly enumerate the location and availability of accessible parking spaces in alignment with state and federal requirements; Member Shad Brook seconded. The motion passed 4-0, with one abstention recorded for Jason Bernhard.
Both recommendations were advisory to the ZBA, which will make final determinations on the Special Permits and any site plan requirements.
Recorded votes: 2 Birch Road recommendation — motion by Jason Bernhard, second Cheryl McCormick; vote 5-0 in favor. 177 North Main recommendation — motion by Robert Craig, second Shad Brook; vote 4-0 in favor, with one abstention by Jason Bernhard.
