Staff provided updates on three truck‑parking fronts:
Fort Lewis: Phase 1 design and environmental work are complete. The project team is exploring long‑term operation and maintenance (O&M) options and cost savings (for example, full‑service toilets vs. bulk toilets). Phase 2 (waste station design) is in development and budgeted to reach about 60% design, which staff said should be adequate to pursue federal construction funding.
TPIMS: The truck parking information management system (TPIMS) received federal obligation to design and implement a real‑time truck‑parking information system covering I‑5 in Washington and Oregon. Staff will develop scope, schedule and budget; the design phase runs into next September and includes systems engineering, outreach, user validation and tech evaluation.
North Bend feasibility: Legislatively directed study to evaluate truck parking as an essential public facility in North Bend has $200,000 in scope and a June 30 deadline. The study will require coordination with multiple agencies and could include Growth Management Act (GMA) boundary and policy considerations.
Next steps: staff will circulate the TPIMS task order, complete Fort Lewis design refinements and publish a peer‑exchange report with lessons learned for TPIMS implementation.
