Craig described the phasing logic: bridge alignment often dictates roadway alignment; alignment through airport property requires coordination with airport authorities and may force certain segments to be combined into a single delivery package. He said the team expects permitting and design work to push schedule outcomes such that construction readiness is likely in the 2029 timeframe, and he estimated construction duration at roughly one to two years for the selected segment. Staff told the board they will continue to provide periodic updates and that applicants should expect another update package in September or November.
