The Brockton Public Schools Facilities Usage and Planning Subcommittee voted 4–3 on Tuesday to favorably recommend that the full school committee consider relinquishing control over a proposed access and utility easement at the Keithfield property, 128 West Elm Street, to permit an easement for the Boys and Girls Club of Metro South.
The recommendation, made pursuant to guidance from district counsel, directs the full committee to consider a motion under Chapter 40, Section 15A. Subcommittee attorney Peter Melo advised members on standard motion language and said the subcommittee’s role is to recommend action ‘‘to the school committee’’ rather than to complete the final transaction. Melo said the subcommittee could ‘‘move to recommend that the full committee take favorable action’’ on relinquishing the easement area as presented.
The vote was taken by roll call to accommodate a remote member. Miss Centio and Miss Oliver voted yes; Miss Azac, Mr. Pina and Mr. Rodriguez voted no; Mr. Sullivan and the chair voted yes, producing a 4–3 tally in favor. During the roll call Miss Azac said, ‘‘I don’t want to make a vote without hearing her first, especially after her reaching out to us,’’ referring to a family member who asked to speak about the property.
The subcommittee and chair agreed the family member, Patricia Keith, will have an opportunity to speak at the regular full school committee meeting scheduled later that evening. Committee members noted that the final vote and any formal transfer or special-act approval remain with the full school committee.
The subcommittee also discussed that a special act associated with the transaction would require consideration under Chapter 40, Section 15A; the subcommittee’s action tonight is a recommendation to the full committee, not a final legal conveyance.
