The council, chaired by Johnnie Wright, Sr., passed two ordinances on third and final reading to rezone properties in Bowman and Neeses and gave first reading to a third rezoning in Eutawville. The council also approved a resolution to apply for funding from the South Carolina Office of Public Transit and adopted the county’s 2027 budget calendar. All formal motions recorded during the meeting carried by a 7-0 vote.
Vice‑Chair Johnny Ravenell moved and Councilman Kenneth McCaster seconded the third‑reading approval to rezone TMS #0270-00-07-025.000 (Charleston Hwy., Bowman) from FA (Forest Agricultural) to CG (Commercial General). Councilman Joseph Garvin moved and Councilman Kenneth McCaster seconded the third‑reading approval to rezone TMS #0044-00-04-004.000 (Comos Rd., Neeses) from FA to RC (Rural Community). Councilwoman Janie Cooper‑Smith moved, and Councilwoman Deloris Frazier seconded, acceptance of a planning commission resolution and first reading of an ordinance to rezone TMS #0362-07-01-006.000 (267 Grader Fire Rd., Eutawville) from RG (Residential General) to FA (Forest Agricultural).
On the funding request, Council opened a public hearing on a resolution to apply for assistance from the South Carolina Office of Public Transit; no members of the public asked questions during the hearing. Councilwoman Janie Cooper‑Smith moved to pass the resolution to apply for the transit funds; Councilwoman Deloris Frazier seconded and the motion carried 7-0.
Councilwoman Latisha Walker moved to approve the 2027 budget calendar; Councilwoman Deloris Frazier seconded and the motion carried 7-0.
