Sanitary sewer master plan task order scope to return next month; draft expected in about six months

Staff told the board the sanitary sewer master plan task order scope is still being refined and that a draft document is expected within 180 days, with 30 additional days to incorporate comments; staff will provide a pre-scope draft before formal approval.
Town staff told the St John Town Sanitary District on June 17 that the scope for the sanitary sewer master plan task order is not yet ready for approval and that staff will return next month with a refined scope. Staff said changes under consideration include adjustments to how far south, east and west the study area will extend and that those geographic changes will affect the project cost.
On timing, staff said they are "looking at draft document within 180 days and then give us 30 days after that to incorporate any comments and get you finished up," estimating roughly a half year to completion of the draft plus comment incorporation. Board members requested a pre-scope draft in advance of the next meeting so the board can suggest additions without losing a month on the schedule; staff agreed to provide a draft for review.
Staff noted that parts of the task depend on available land-use and developer information and on fieldwork such as confirming pipe inverts and slopes, items that could lengthen the schedule. The board did not take formal action on the task order at the meeting and will consider the revised scope at a future meeting when the draft is ready.
