Tecumseh board adopts resolution allowing non‑degree substitute teachers under Ohio law

It also requires completion of criminal background checks and that individuals be of "good moral character," language the board included in the resolution.
The board adopted the policy as part of its administrative consent calendar. The motion passed on a unanimous roll call vote, with members Mills, Stafford, Diller, Clark and Martin recorded as voting yes.
At least one teacher speaker later voiced concerns during public comment about substituting standards and classroom safety. "There is something to be said for education professionals taking over," said Kerry Cassell, speaking for the teachers’ union, adding that certified substitutes have completed student teaching and licensing requirements.
Board members and administrators framed the resolution as a practical step to ensure classroom coverage when certified substitutes are unavailable; the resolution cites statutory authorities and House Bill 33 codifying substitute‑teacher rules into R.C. §3319.102.
