Commission approves Moonlight Meadows Phase 2 final plat with condition to correct meter-set depths

The Ward Planning Commission approved the final plat for Moonlight Meadows Phase 2 on Feb. 2, while staff noted conditions the developer must address before final city-council approval.

Tristan Phillips, representing the project, described Phase 2 as a continuation of Phase 1 that extends east and south and estimated the addition at about "50–60" lots. He reported that asbuilts had been submitted for staff review.

Bruce, the public director, told the commission that several meter-setting boxes are currently too shallow for the city’s newer meters and must be lowered so the meter ends and boxes sit below the frost line and do not protrude. “...the one thing that they still have to do and they’re currently working on it is to lower some of the meter setters,” Bruce said. Staff said the developer should complete those adjustments before the item goes before city council.

Commissioners discussed the typical sequencing that can leave meter boxes too high (utilities installed before final curb, gutter and asphalt) and emphasized the need to set meter boxes to appropriate depth to avoid freezing. Bruce and staff characterized the corrections as common and not expected to delay final approval if completed promptly.

A motion to approve the final plat was made and seconded; the commission approved the Moonlight Meadows Phase 2 final plat by voice vote. Staff will verify that required meter adjustments and any other final conditions are satisfied prior to issuing final approvals.
