St. Paul council approves street improvement plan amendment and $265,942 contractor pay request

The St. Paul City Council on Sept. 3 approved the city's 2024 One- and Six-Year Street Improvement Plan as amended and took related actions to pay a contractor for ongoing subdivision work.
Brian Friedrichsen of Olsson presented detailed maps and a list of one-year projects, then stressed that the plan is a planning document that does not obligate the city to construct every listed project. "Even though the projects are in the One (1) and Six (6) Year Street Improvement plan, the City is not obligated to complete them," Friedrichsen said during his presentation.
After public comment closed, Council member Bill Peters moved to approve the plan as amended to move 7th Street from O to M into the Six-Year component; Council member Brian Sack seconded and the motion carried 3-0. The council adopted Resolution 2024-15, certifying a public hearing consistent with Board of Public Roads Classification Standards.
The council also approved Elsbury Construction Pay Request #6 in the amount of $265,942.40 for work on the Middle Loup Subdivision (installation of sanitary sewer main, services and manholes; installation of water main; dewatering) and authorized City Clerk Jo Beck to transfer the same amount from the City's Street, Water and Sewer Insured Cash Sweep (ICS) fund into the operating fund to satisfy Drawdown #6.
What happens next: Friedrichsen reported he has obtained his Street Superintendent Class A license; the clerk will place a personnel item related to appointment on the Sept. 16 meeting agenda. The street plan and pay request actions were recorded as approved and are subject to routine construction inspection and invoicing.
