St. Paul council adopts 2024-25 budget, sets property tax request

The St. Paul City Council on Sept. 3 adopted its 2024-25 budget and the Annual Appropriation Ordinance after a brief special hearing that drew no public comment. Council President Charles "Chuck" Schmid called the meetings to order and noted the hearing and meeting complied with the Open Meetings Act.
Council member Brian Sack moved to approve the proposed 2024-25 budget; Council member Bill Peters seconded. Council members Schmid and Sack voted yes and Peters voted no, carrying the motion 2-1. The council separately approved the budget summary and a requested additional one percent in restricted-fund authority unanimously, 3-0.
The council adopted Resolution #2024-14 setting the 2024-25 property tax requests at $736,946.50 for the General Fund and $151,500.00 for the Bond Fund, which the materials show would set a proposed tax rate of 0.475105 per $100 of assessed value. The packet noted the city's total operating budget is down 13.84 percent compared with the prior year. Council also passed Ordinance #1052, the Annual Appropriation Bill, which lists operating expenses of $6,147,138, capital improvements of $5,274,474, debt service of $3,053,072 and other transfers of $940,243; $888,446.50 of that total is to be raised by property taxation.
The council approved a slate of fiscal-year 2023-24 interfund transfers totaling $523,907.84 (including $178,000 from Lights to Police and $123,112.50 from Sales Tax to the VP Bond fire station payment) and accepted the consent agenda, which included minutes, disbursements and the appointment of Dave Rosenquist as manager of American Legion Post #119.
What happens next: A copy of Resolution #2024-14 will be certified and forwarded to the Howard County Clerk on or before Oct. 15, 2024. The council will consider related administrative items at upcoming meetings.
