St. Paul council approves consent agenda and special liquor permit for Back 40 wedding

The St. Paul City Council on July 15 approved the consent agenda, which included the July 1 regular meeting minutes, the July 2 budget-workshop minutes, July 8 zoning minutes, the listed disbursements and a Special Designated Liquor (SDL) permit for Back 40 (applicant Evan Allen) for a wedding reception at the St. Peter & Paul Parish Life Center on Aug. 3, 2024 from 3:00 p.m. to midnight. Council member Brian Sack moved approval; Katie Kowalski seconded. The motion passed 4–0.
The SDL was approved with conditions recorded in the meeting: wristbands must be used to prevent underage drinking and the city must receive both general liability and liquor liability certificates of insurance before the event. The council’s disbursement list included routine operating expenses and vendor payments, among them Blue Cross Blue Shield of Nebraska ($22,704.48), City Lights utilities ($10,134.71) and Mid-Nebraska Disposal ($4,725.38). A larger utility entry for Howard Greeley RPPD ($176,461.56) and other vendor charges appeared on the list provided to council members.
The council did not discuss any special conditions beyond the insurance requirement and wristband plan for the SDL during the consent vote. Processing of disbursements will proceed as part of the city’s regular accounts-payable workflow.
