St. Paul council approves $350,729.73 pay request for Middle Loup River Subdivision

The St. Paul City Council on July 15 approved Elsbury Construction LLC’s Pay Request No. 4 for the Middle Loup River Subdivision, authorizing $350,729.73 to cover erosion-control fencing and onsite pipe materials. Council member Chuck Schmid moved the pay request; Bill Peters seconded. Council members Katie Kowalski, Chuck Schmid, Bill Peters and Brian Sack voted aye and the motion carried 4–0.
Mayor Mike Feeken opened the meeting at 6:30 p.m. with the "Pledge of Allegiance," and the council recorded standard procedural notices required under Nebraska law. The council noted that the payment will be supported by a transfer from non-general accounts: a transfer from Street, Water & Sewer ICS to checking was listed to cover the Elsbury draw.
The pay request was listed among the council’s disbursements. The agenda packet described the work paid for as installation of erosion-control fencing and payment for onsite pipe material for the Middle Loup River Subdivision project. The council did not record additional conditions on the payment during the vote.
City officials also announced related infrastructure activity: Black Hills Energy will begin moving utility lines to the east side of the Middle Loup River Subdivision in August, and the new Fire Station groundbreaking is scheduled for 11:00 a.m. Thursday, July 18, 2024.
Next steps: the payment will be processed as approved and the council will address routine contract- or project-related follow-ups in subsequent meetings.
