Waterloo trustees approve Harvest Heights redevelopment modification and contracts with TDH Home Building

WATERLOO — The Village of Waterloo Board of Trustees approved multiple Harvest Heights redevelopment actions at its March 9 meeting, including a plan modification that defines how ad valorem real estate taxes will be divided and redevelopment contracts with TDH Home Building Inc.

Vice-Chair Bill Rotert introduced and read Resolution 03-09-26-10, the Harvest Heights on the Creek Redevelopment Plan Modification One, which the board approved while Chairperson Travis Harlow stepped away because of a conflict of interest. The roll call for that resolution recorded votes in favor by Trustees Corie Sass, David Rochford, Bill Rotert and Nikki Ewing; Harlow was absent for the vote.

Rotert then introduced related resolutions (03-09-26-11, 03-09-26-12 and 03-09-26-13) to approve a redevelopment contract with TDH Home Building Inc. and to adopt Harvest Heights Redevelopment Plan Phase 8 and its associated contract. Those measures passed by roll call vote with Harlow absent; Harlow returned to the meeting at 8:12 p.m.

The resolutions, as read into the record, include provisions for division of ad valorem real estate taxes tied to the redevelopment plan and formalize TDH Home Building Inc. as the redeveloper for the described phases. A true, correct and complete copy of each resolution is on file at the Village Clerk's office, according to the meeting minutes.

The board did not record any dissenting votes on the Harvest Heights items; Harlow’s recusal and brief absence were noted on the record. Implementation tasks and reporting requirements for the redevelopment contracts were not specified in the minutes beyond the formal approvals.
