Beaver City Council voted May 26 to adopt proposed edits to several personnel-policy sections and to accept a recommended compensation framework for fiscal year 2027.
The revised policy manual clarifies responsibilities for annual written performance reviews, designating department supervisors to conduct reviews that include self-appraisal, goal setting and a one-on-one interview. The changes also updated language in hiring/background checks, record-keeping for performance appraisals, employment classification, and vacation and sick-leave provisions.
City Manager Monte Hawkins recommended applying a cost-of-living adjustment consistent with the state (2.6% for FY2027) combined with a merit pool of up to 1.5%, yielding a standard increase of about 4.1%. Hawkins requested flexibility to recommend merit increases above 1.5% in exceptional cases, with Council approval and subject to budget constraints. City Attorney Justin Wayment reviewed the proposal and noted COLA is typically applied uniformly while merit differentiates by performance.
Council Member Lance Cox moved to approve the proposed manual edits and updates; Council Member Hunter Holt seconded. The motion passed with all voting in favor as recorded.
Staff will implement the updated performance-review procedures and return any required budget adjustments for council consideration during the FY2027 budget process.
