One member said that approach leaves lifeguards and staff unable to confirm proper sizing for each child, which could increase liability and risk in rescue situations. Another member noted small children (a one-year-old was referenced) present special concerns about fit and safety.
Staff reported the only consistent requirement in nearby towns was that vests be Coast Guard approved; those towns did not conduct fit checks. Board members discussed limiting vest use to areas near the separating rope or to adult-supervised shallow water and considered signage or a liability acknowledgment, but several members said the idea raises a “whole can of worms” and places burdens on lifeguards.
A motion to table the proposal for further research was made, seconded, and approved by voice vote. Staff members were asked to consult with insurance contacts and other pools to develop recommended language and safety procedures before the board revisits the subject.
No policy change was adopted at the meeting.
