Workforce Commission reviews statewide-initiative budget after $13 million WIOA reduction

The Texas Workforce Commission on Wednesday reviewed its statewide-initiatives budget and options to consolidate programs after staff said the agency saw a roughly $13 million reduction to WIOA funding effective July 1, 2026.

Chair Mr. Peer opened the work session and staff framed the meeting as part of a broader Legislative Appropriation Request (LAR) process: formal LAR instructions are expected in about 30 days and the agency's LAR is generally due in mid-to-late August. Staff emphasized that the three-year packet being prepared covers fiscal years 20272029.

Commissioners said the funding shortfall makes it necessary to review legacy programs and prioritize initiatives with demonstrable return. One staff presenter noted the $13 million WIOA cut has materially reduced available balances, a shift that prompted proposals to consolidate several tracks rather than staff multiple small grant processes.

Commissioners asked staff to prepare briefing papers that would answer procedural questions (for example whether consolidated funds would sit in a single pool or remain earmarked for particular activities) and to identify candidate initiatives for reduction or elimination. Staff said some initiatives in the packet were already shown as zeroed for 20272029 and that savings from closed initiatives could be returned to commission reserves.

The commission did not adopt final budget actions at the work session; members agreed to table final decisions pending staff briefing papers and planned to consider votes next Tuesday. Staff cautioned that, while the budgeting deadline is in August, procurement and grant-scheduling logistics favor resolving award strategies sooner to allow timely implementation.
