Board hears Measure G oversight report; approves site and student services contracts and lease‑leaseback delivery

The Oakdale Joint Unified School District board received an update on Measure G and approved multiple construction actions tied to the voter‑approved bond.
Marty Faria, chair of the Measure G citizens bond oversight committee, presented the committee's activities and membership and said the committee has held two meetings that were publicly noticed and compliant with the Brown Act. Faria said the committee had reviewed initial financial and performance audits and confirmed the district is in compliance with constitutional requirements for school bonds. He reported approximately $385,000 had been spent to date for initial planning, legal and architectural fees and said Phase 1 was estimated at about $32.5 million.
Following the oversight report, trustees approved a contract with Taylor Backho Service Incorporated (TBS Contractors) for Oakdale Junior High site work and ADA upgrades. District staff said TBS submitted the lowest responsible base bid of $430,993.90; staff estimated site work would begin within weeks with work targeted for completion in early fall.
The board also approved a $367,956 contract with BZ Construction for the Oakdale Junior High Student Services Center, a project to create dedicated mental‑health and counseling space and to modernize an adjacent classroom. Staff said the construction period is expected to run about 120 days, with a likely start in late June.
For three separate Series A projects (Fair Oaks classroom building, Magnolia multipurpose cafeteria, and a new charter facility), staff recommended and the board approved a lease‑leaseback delivery agreement with CT Braden after a two‑step RFP that weighed qualifications and cost. A Pacific Program Management representative (Gary) explained that CT Braden ranked highest after combined scoring; guaranteed maximum prices (GMPs) will be developed later after DSA review and subcontractor pricing, with construction anticipated to start in September–October depending on DSA timing.
Committee chair Faria said the oversight committee plans public site visits once construction progresses and will continue to post information on the district website. Trustees moved, seconded and approved the oversight report and the construction and lease‑leaseback actions.
