Council hears updates on polling-site changes and access fixes after 2025 concerns

The Springfield City Council’s General Government committee received updates on polling locations that had problems in the 2025 cycle and heard steps staff are taking to reduce disruptions in upcoming elections.
Chelsea Parmenter, deputy election commissioner, told the committee that MLK has agreed to close on election days and will provide a staff member to open and close the polling place, and that the office is changing the layout within the building to improve accessibility. “MLK has agreed to close for the September and the November election,” she said.
Councilor Rebecca Abbott and others raised continuing concern about parking at Rebecca Johnson, where teacher or staff parking previously reduced voter access. Parmenter said she is coordinating with the school department and custodial staff to increase signage and ensure parking spaces are available for voters on election days.
At Highland House, where a maintenance resident failed to open the site in 2025, Parmenter said the office has since identified and contacted the director responsible for the location and now sends an annual letter, updated contact information, and week-of-election reminders to every site manager. Parmenter described cases in which staff have had to contact custodians early on election morning to ensure sites open on time.
Construction at Mason Square Library is largely complete, staff said, which should remove prior access complaints. Brookings is the newly assigned site replacing JC Williams; the Secretary of State will include precinct mailers in the state-year mailing, and the city will leave directional signage at the former site for several elections to guide voters.
Councilors asked staff to continue outreach to principals and facilities directors so polling-site custodians understand opening times and voter parking needs. No formal policy or site changes were approved at the meeting; staff will follow up with a short virtual meeting to finalize any outstanding logistics.
