Finance committee reviews donations, consumer aid grant and routine transfers

The finance committee of the Springfield City Council on June 15 acknowledged three donations to the library department — $1,418, $73 and $50 — and reviewed several routine grants and budget transfers.

Chris read the three library donations that will be deposited into the Library Department’s general donation account. Staff then described a $135,000 annual Local Consumer Aid grant from the Attorney General’s Office that funds two staff positions and supplies for the mayor’s Office of Consumer Information to respond to constituent inquiries.

Committee members next addressed a variety of internal transfers: staff proposed reversing a small portion of a previous transfer of unexpended bond proceeds after discovering an arithmetic error; a councilor explained a $75,000 transfer to a reserve for contingencies that covers medical procedures for employees on workers' compensation; and staff described rolling remaining FY25 certified free cash into the stabilization reserve (with the clarification that moving funds out of stabilization later would require a separate financial order and that unspent free cash would not be available until next year’s certification if left in place).

Finally, staff outlined an annual budget transfer to move previously appropriated PGO money into a multi‑year account so those project funds can continue to be spent through FY27.
