Resident says neighbor repeatedly discharged sewage; town issues violations and plans appearance ticket

During the June 15 meeting resident Heidi Young described multiple overnight incidents in which material she suspects is raw sewage flowed from a neighbor’s property down her driveway and into the street and storm system.
“I need help. I need her to stop,” Young told the board, describing a visible stain reaching from the end of her driveway into the roadway and saying she feared contamination and health risks for neighbors.
Code enforcement and law enforcement staff said they visited the property, photographed the discharge and confirmed it appeared to be sewage. Matt Fishion told the board that a notice of violation had been issued previously (April 28) and that town staff planned to issue an appearance ticket to bring the matter before local court the next morning.
Matt Fishion said the discharge constitutes an illicit discharge to the stormwater system and creates unsanitary conditions; he said staff will confer immediately with the town attorney about further steps, including whether to seek revocation of a certificate of occupancy or other actions permissible under local code.
Residents asked whether county or state environmental or health agencies could be engaged; staff said they would explore those avenues but emphasized that the town’s code‑enforcement and court processes are the immediate tools available.
The board said staff would accelerate enforcement and report back. No formal board motion was required to open enforcement action; the town has already documented violations and intends court appearances and legal consultation.
