Amanda McKinney, of the Department of Law, Risk Management, asked the board to approve a single third‑party administrator for the County’s self‑insurance program; the board approved a contract to RCM&D Self‑Insured Services Company, Inc. not to exceed $132,500 for the first year (with an allowance up to 3 percent in year two). The board approved several Information and Communication Technology items. Emergency Services purchases approved included up to $800,000 per year for medical supplies to restock 31 ambulances and maintain backup stock, awarded among Life‑Assist, Bound Tree Medical and Henry Schein, and a $321,552.04 change order to Carousel Industries to continue software and hardware maintenance for the county’s 9‑1‑1 call processing equipment.
Public Works and Solid Waste Management items included a $2,199,999 contract to Gray & Son, Inc. for repair and resurfacing of approximately 3.24 miles of roads across multiple local streets and traffic‑calming devices; a $1,279,000 award to Green Team Industries for roughly 2,227 linear feet of stream restoration off Trimble Road in Edgewood to help meet NPDES MS4 permit requirements; and multiple fleet and equipment purchases for the Harford Waste Disposal Center and other operations (a $195,306 tanker trailer, a $193,350 Kenworth tractor, a $147,977 Ford F‑550 service truck, two Ford F‑350 crew cabs totaling $141,054, six Ford Broncos for $193,896, and a $247,152 wheel loader).
