Planning Board approves Messer’s outdoor pilot testing pad and related variances

Representatives from Messer told the Village of Valley View Planning Board on May 19 that planned outdoor pilot testing at 6300 Halle Dr would involve non-flammable gases (oxygen, nitrogen and carbon dioxide) and would not use substances expected to be flammable. Messer said outdoor testing reduces the risk from asphyxiant gases because of increased ventilation.
Messer engineering staff said they do not anticipate noise from the testing to exceed about 80 decibels and noted that trucks routinely exceed that level. Councilman Jim Spieth and Secretary Marty Johnston asked whether the Environmental Protection Agency was involved and whether any flammable materials would be used; Messer representatives replied that the gases for these tests are not flammable and that any flammable materials would be handled under the same indoor safety procedures currently used at its facilities.
The board approved a 56-foot front setback variance for a block wall (Ordinance 1251.02) and granted overall approval for the pilot testing pad and a driveway addition. Motions passed by roll call votes.
The approvals allow Messer to proceed with the pad and driveway project subject to the conditions and plans reviewed by staff; the board recorded the roll call votes supporting the motions.
