Parks board outlines renovations and pool costs; council urged to pursue grants

Parks board member Jenny Nixon told the July 29 budget workshop that the parks board’s list includes renovating the fish hatchery building, improving the rodeo grounds and a potential capital improvement to widen the park loop road. Nixon said the board needs more capacity to plan events and present a cohesive parks complex to the public.
Dan Brien told council a new three‑year replacement plan is needed for mowers and that the parks asked for $38,400 of equipment and an additional utility vehicle because the current utility vehicle is roughly 35 years old and requires constant repairs. Brien also proposed buying a pump for irrigation for about $5,500 to reduce labor.
On the municipal pool, Council Member Robert Tovmassian said the engineer’s assessment exceeds available capital‑improvement budget and noted that, by statute, that would disqualify conventional funding; Brien estimated the pool work could exceed $600,000. Council President April Grant recommended forming a committee to research funding and fundraising approaches; she said other communities raised most pool funding through fundraising.
Rodeo board operations were noted as governed by a memorandum of understanding, and council recorded a zero‑dollar line item for rodeo time tracking; no rodeo board members were present to discuss needs.
Council asked parks and staff to pursue grants, return specific cost estimates, and present a prioritized capital list at the Aug. 6 workshop.
