Loomis trustees pass ordinances on publication and compensation, approve property auction and routine actions

At its Nov. 12 meeting the Loomis Board of Trustees approved multiple ordinances and resolutions affecting municipal procedures, employee compensation records and the disposition of surplus property.

Ordinance 30.36 revises Loomis Municipal Code §30.36 to require that ordinances of a general nature be published within 15 days after passage either in a legal newspaper of general circulation or by posting in three public places, or published in book, pamphlet or electronic form. The board voted 4–1 to suspend the rule requiring three readings (Trustee Don Masten voted no) and then adopted the ordinance by a recorded unanimous vote.

Ordinance 31‑060 amends compensation procedures to require the salaries of appointed officials be on file with the municipal clerk and sets elected officials’ pay at $50 per meeting for the chair and $40 per meeting for trustees. The board waived the three‑reading requirement (4–1) and adopted the ordinance.

The board also formally recognized the re‑insertion of Ordinances 72‑10 and 70‑02 (which had been omitted from a 2018 update and reincluded in July 2023 without a prior formal vote). Trustees passed Resolution 2024‑11‑1 to sell specified village personal property — including a 1956 Ford F‑600 2‑ton dump truck and various trailers and equipment — via consignment auction with Big Iron Auction on or after Dec. 18, 2024, with notice to be posted in three public places as required by Nebraska Revised Statutes 17‑503.02. The resolution notes each listed item’s fair-market value is less than $5,000.

Separately, the board conditionally approved a building permit for Chuck Ledbetter (subject to Phelps County zoning compliance) and adopted a resolution certifying Chris Miller as the 2024 Loomis Village Street Superintendent. All recorded motions for these items carried by majority or unanimous votes as noted in the minutes.
