Rockport debate centers on hiring a Director of Public Services with engineering expertise
Summary
Committee members and staff spent an extended portion of the workshop debating a proposed Director of Public Services/engineer post: scope, a ~$130k salary plus benefits estimate, wastewater cost-sharing, and whether in-house expertise will save more than it costs.

A central point of the workshop focused on a proposed Director of Public Services, a hybrid engineering and management role staff say would consolidate project oversight, reduce reliance on outside consultants and support wastewater and harbor projects.
Town Manager John described the role as an effort to bring technical capacity in-house and said the position could absorb previously budgeted consultant engineering work: "We're using all of that 65,000 towards this position," he said, noting the town previously budgeted about $65,000 for outside engineering in project years.
Public Works Director Mike and multiple select board members probed the plan. Committee members asked for a short, focused one-pager describing the job, the specific savings expected (line-by-line), the wastewater share and whether the town's proposed $130,000 wage plus estimated benefits (about $70,000 in the draft) was realistic.
A number of members voiced concern that a new permanent position could expand headcount and budgets over time. Supporters pointed to examples in neighboring towns where in-house engineering combined with strong project management reduced total project costs; one board member said such a hire could help the town identify 'value-engineering' opportunities that save money over multiyear capital work.
No action was taken; members requested a concise analysis that lists expected consultant offsets, wastewater allocations, and concrete savings metrics before a hiring decision is advanced in the budget process.
The Select Board and budget committee plan to review that one-pager and further financial detail before any vote or position posting is finalized.
