Clarks Villa board asks village to mow apartments; trustees postpone decision pending research

Members of the Clarks Villa Board attended the April 9 Clarks Village Board meeting and asked the village to mow the lawn at the Villa apartments. Rod Pollard and Janet Myers represented the Villa Board and explained the request to trustees; the board discussed whether the Clarks Housing Authority is legally part of the village or a separate entity, which would affect whether the Village can perform maintenance without a formal agreement.
Trustee discussion also flagged that the Villa director’s payroll has historically run through the Village and that workers’ compensation coverage has been handled via the Village payroll. Janet Myers told trustees this arrangement “has been set up like this since the beginning of the Villa Apartments.” Trustees agreed to research the organizational and insurance implications and postponed any action until that review is complete.
Chairman Donn Glynn said staff will investigate the Villa’s legal status and, if it is a separate entity, prepare a proposed agreement outlining responsibilities and any fiscal arrangements. No motion was adopted at the meeting; the item was recorded as postponed pending staff research.
