Clarks declares two properties nuisances, reviews tire-removal cost estimates

Trustee James Parsons moved to adopt the nuisance resolution and Trustee Dylan Drummond seconded; the motion carried 3-0. The resolution lists properties including 105 E Millard Street (Original Town of Clarks, Lots 9–15, Block 19) and parcels in the Morningside Addition (including 512 W Amity) as having nuisances and ratifies the board’s finding at the meeting.
Staff reported contractor quotes to abate the nuisance at 105 E Millard: Woody’s of Alda quoted $4.50 per passenger tire and $14 per semi tire (tractor tires priced by pound) with a lead time of a couple of weeks; Champlin Tire (Kansas) quoted $225 per ton and estimated the total cost to remove and dispose of the site’s tires at approximately $4,050 to $5,800, with about a one-week lead time and the ability to complete removal in one to two days. The board instructed that the cost information be included in certified-letter correspondence to the property owner.
The resolution directs the village to proceed under the administrative nuisance-abatement procedures in the municipal code and authorizes follow-up action as described in the resolution. Board members did not vote that day to perform the removal themselves or to contract directly; the meeting minutes record that the quotes will be added to the letter to the landowner.
The board also received bid information for related services and discussed scheduling: Woody’s availability is a couple of weeks out, Champlin can complete removal within one to two days and is about a week out. The minutes show the board found the nuisance and ratified that finding by resolution; subsequent contractor selection and payment arrangements were not finalized at the meeting.
