Durham council approves Casella solid‑waste contract, ratifies municipal managers’ agreement and OKs Riverwoods PILOT

The Durham Town Council approved several consent‑agenda items on Feb. 2, advancing contracts, a PILOT agreement and appointments recommended by staff.
The Council approved awarding solid‑waste and single‑stream recycling collection to Casella Waste Services of Rutland, Vermont, for an annual contract value of $378,684, commencing around July 1, 2026 and extending through Dec. 31, 2031, with a mutual five‑year renewal option. Administrator Todd Selig said the new contract is expected to save the town about $35,000 per year and authorized the Administrator to sign associated documents.
The Council ratified the collective bargaining agreement with the Durham Professional Municipal Managers Association (DPMMA) covering Jan. 1, 2026 through Dec. 31, 2029 after brief discussion about compensation levels; Councilor Em Friedrichs voiced concern about the level of raises but the motion to ratify passed unanimously.
The Council also approved a Payment In Lieu Of Taxes (PILOT) agreement with Riverwoods Durham pursuant to RSA 72:23‑n after staff reported small post‑publication corrections to address and base payment amounts; the vote passed 8‑0 with Chair Pro Tem Sally Needell abstaining due to a conflict.
The Council appointed Allison Jumper and Steven Fellows as alternate members of the Integrated Waste Management Advisory Committee on unanimous votes.
What this means: the Casella contract will require an operational transition to the new vendor and curbside toters will be provided to residents during the switch; the PILOT agreement and labor pact move forward as recorded in the agenda.
