Votes at a glance: Durham Council approves alerting system purchase, tax abatements, FEMA grant resolution and appointments

Fire station alerting system and funding transfer: The Council authorized transferring appropriated funds from two Capital Improvement SCBA Replacement Projects to a Fire Station Alerting System Project and approved purchase of the system from Honeywell International, Inc. in the amount of $122,283.67 to be paid from Capital Fund Account #07-2116-701-36-000; the Administrator was authorized to execute related documents. Chair Joe Friedman moved the motion and it passed on a unanimous show‑of‑hands vote.
Tax abatements: The Council approved FY2025 property tax abatements at the local level totaling $11,275.48. Assessor Darcy Freer reported there are approximately 30 more abatements to be proposed at the June 15 meeting, bringing the year’s total to an expected 67. Councilor Emily Friedrichs recused from the abatements vote because zir application was included in the group; Item C passed on a 7-0 roll call vote.
FEMA grant resolution: After a public hearing with no public comment, the Council adopted Resolution #2026-07 to accept and expend up to $25,000 in unanticipated FEMA Assistance to Firefighters Grant funds to reimburse the town for tuition and overtime wages paid for Blue Card Incident Command training. The vote to adopt the resolution was unanimous.
Appointments and other votes: The Council appointed Alan Pohli to an unexpired Parks & Recreation Committee term through April 2029 (unanimous). The Council also approved Council goals for FY2026/27 after several edits (unanimous) and approved allowing fewer than a majority of Councilors to participate remotely when circumstances require (no action taken at this meeting beyond individual permission for Zoom participation). The meeting adjourned on a 7-1 vote (Councilor Curtis Register opposed).
