Village of Robbins adopts 2025 tax levy, OKs water-affordability grant and raises one-day liquor fee

The Village of Robbins board on Dec. 9 adopted the ordinance setting the tax levy for the 2025 tax year and approved several agreements aimed at municipal operations and resident assistance.
Trustee Michael Collier moved that the board adopt the ordinance levying and assessing taxes for the period Jan. 1–Dec. 31, 2025 (Ordinance 12-9-25); Trustee Thomas Harper seconded and the motion passed on a roll-call vote with Trustees David R. Dyson, Thomas Harper Jr., Jeanneen Holmes, Michael Collier Sr. and Chanel Kelly voting yes and Trustee Ernest Maxey Jr. absent. The ordinance was recorded as Ordinance 12-9-25.
The board also approved a Village agreement with APAP after a motion by Trustee Harper and a second from Trustee Collier; the motion passed by the same recorded majority with Maxey absent.
A separate real-estate agreement with Lisa Grandberry was brought forward but, after competing motions, was deferred to the public property committee for further review. Trustee Jeanneen Holmes moved the deferral, seconded by Trustee Collier; Trustee Harper withdrew his earlier motion to approve. The board voted in favor of deferral with the same trustees present.
Trustees approved an amendment to Ordinance 3-28-23 A, Section 3-57 to increase the one-day liquor license fee from $75 to $125. Trustee Holmes moved the amendment, Trustee Chanel Kelly seconded, and the measure passed with Dyson, Harper, Holmes, Collier and Kelly voting yes (Maxey absent).
The board also approved a Grant Agreement with the Cook County Water Affordability Program intended to help residents with water bills. Trustee Collier said the Elevate program will assist citizens with their water costs; the Village Administrator reminded residents to continue paying water bills until county funds are disbursed. The grant motion passed on roll call with the same five trustees voting yes and Maxey absent.
Treasurer’s figures were accepted earlier in the meeting; the treasurer’s report showed $248,358.93 on hand and was approved by roll call (ayes: Dyson, Harper, Collier, Kelly; Holmes abstained; Maxey absent).
No discussion on the agenda audit report was recorded. The board later entered and exited executive session and adjourned at 8:34 p.m.
What happens next: The deferred real-estate agreement will be considered by the public property committee; the Village will implement the levy and fee changes per the adopted ordinances and proceed with the Cook County grant processes.
