Board approves EPA-funded biofilter project at Taylor's Lane with Hudson Valley Regional Council

The board voted to authorize an MOU with the Hudson Valley Regional Council (HVRC) to install biofilters ("bio berms") at Taylor's Lane, a capped landfill parcel in the village.
Trustee (speaker 2) described the site as a 7-acre capped landfill with existing methane vents. Mary, HVRC's project manager (speaker 10), told the board HVRC received a $3,000,000 EPA Climate Pollution Reduction Grant to install biofilters on regional capped landfills. She said the project would likely monitor methane emissions for five years and noted prior studies showing biofilters can reduce methane emissions by up to 90 percent for some systems.
HVRC said the installation would be performed at no cost to the village; the council will monitor gas output for five years and provide a design guidance document so the village can assess long-term maintenance needs. HVRC also offered a voluntary solar feasibility study for the site and an option to include pollinator plantings on the perimeter that would have modest maintenance needs.
Trustees moved to approve the MOU and the motion passed by voice vote. The board noted that once monitoring and the biofilters are installed, decisions about long-term use of the 7-acre parcel (recreation, solar, passive uses) would be subject to additional public input and committee review.
