State Fair updates ARPA stormwater projects, Stolley Park Road work and Pinnacle Bank naming renewal

The Nebraska State Fair Board received an update on campus infrastructure and partner projects during the Nov. 21 meeting in Grand Island.
Executive Director Jaime Parr said concrete work funded through ARPA is curing between the Heartland Event Center and Pinnacle Bank and that rooftop drain concrete installation is complete; she reported tie‑outs for cattle are being removed to make way for drainage installation in the north and south lots. Parr said the north and south lot work is being done simultaneously to reduce mud during the 2026 Fair, and that some east‑side campus work will pause during live horse racing and resume afterward.
Parr also noted city plans to widen Stolley Park Road beginning in spring; one lane will remain open until live racing ends, after which a segment between Fair Gate Two and the business district will close for construction. Fonner Park and the casino are coordinating a parking‑lot project northwest of campus, and VenuWorks has a busy winter schedule that staff expect will drive additional campus event activity.
The board heard that Pinnacle Bank has renewed naming rights for another five years; Parr thanked Pinnacle Bank for continued year‑round support and said roughly 80% of a Casino sponsorship contribution supports the State Fair with 20% designated for AKSS.
No formal action was required on the construction updates at the Nov. 21 meeting; staff indicated follow‑up coordination and scheduling will continue with campus partners and the Finance and Operations committees.
