Commissioners raised repeated concerns that the application lacked a formal planting/landscape plan demonstrating what screening would be provided around the wall and loading bay, making it difficult for staff to determine whether the CUP standards are met. A commissioner moved to forward the conditional use permit with a condition that "a planting plan be provided around the wall to set the standard for the conditional use permit." The motion was seconded and carried on the voice vote recorded in the transcript ("Ayes carry").
After the vote staff noted that the waiver for the loading bay (a related site-plan consultation item) would proceed through site-plan review with the screening elements incorporated. No members of the public took the podium during the public-hearing segment of this item and staff reported two neighbor letters in the packet related to the university campus overall but not as speakers at the hearing.
The commission's action forwards the CUP (with the planting-plan condition) to the next review stage where the detailed landscape plan, site-plan materials and potential loading-dock waiver will be finalized.
