Nebraska State Fair board: ARPA campus work proceeding, $2.6 million funding gap remains

Executive Director Jaime Parr told the Nebraska State Fair Board on June 20 that construction related to ARPA is progressing and that the board has asked Grand Island City Council to consider supporting projects not eligible for ARPA funding.
Parr said the board presented those non‑eligible projects to the City on June 10 and reported a reduction in the funding gap: "The 2.6 million gap is reduced from 7.5 million (65%)," she said during her executive report. Parr added that the Nebraska State Fair Finance Committee is considering options to cover the remaining shortfall if City assistance is not timely.
The board had previously approved procurement and financial controls to manage capital purchases and operations during the construction period, including a procurement policy the board adopted and additional reporting measures. Parr described steps taken in recent years to strengthen financial oversight, such as third‑party payroll and accounting services, weekly staff and board reviews of payables, and use of Positive Pay with the fair's bank for check reconciliation.
Parr asked the board to allow time for City consideration while the fair's Finance Committee explores contingency options. The board set a July 18 meeting date for its next regular session; no final funding decision was recorded at the June 20 meeting.
The meeting minutes show that the board approved routine business during the session, and Parr thanked staff and committee members for their work coordinating ARPA, capital purchases, and weekly project management.
