State Fair advances ARPA-funded parking and grounds projects; GILCA transitions to Fonner Park oversight

State Fair operations staff told the board that several ARPA-funded construction and grounds projects are underway and largely on track for completion ahead of the 2026 fair. Operations Director Tina Thuernagle said parking-lot improvements “are looking good” and that “most everything will be done before the State Fair outside of a few items.”
Thuernagle and Facilities Chair Tom Schellpeper reported the internal operations team is finalizing logistics across the grounds — fuel, temporary fence layouts and revised parking designs — and are meeting weekly to set goals and address challenges. Staff thanked specific operations team members for their contributions to progress.
The board was also briefed on the transition of the Grand Island Livestock Complex Authority (GILCA) to a new operator. The authority will transition into Grand Island Expo Livestock and Events as run by Fonner Park; State Fair staff said they are assisting Fonner personnel with stock show processes and onboarding.
