Warren Local board approves wide-ranging personnel actions and nonrenewal for one limited-contract employee

The Warren Local Board of Education on May 27 approved a large set of personnel recommendations spanning administrative placements, certified hires and transfers, classified personnel changes, extended-service contracts and supplemental and pupil-activity appointments for 2026–2027.
RES. NO. 42-26 (motion by Mr. Roush, second by Mr. Pettey) included administrative contract recommendations (three-year and other assignments), certified hires such as Emma Christman and Amanda Druckenbrodt (limited one-year contracts for high school science), transfers and parental leave requests (e.g., Baylee Davis), resignations effective at the end of the 2025–2026 school year, and many supplemental positions across academics, music, athletics and student activities. The board approved listed personnel actions; several supplemental and pupil-activity contracts were authorized pending successful verification of certification and completion of required criminal records checks and permits per Ohio law (for example, Pupil Activity Program Permits under R.C. 3313.53 are required for non-licensed hires).
During the recorded vote on pupil activity recommendations the board recorded Mr. Allen, Mr. Crum, Mr. Pettey and Mr. Roush as 'yes' and Mrs. Greenup as 'abstain' for that section of the agenda; the minutes list the abstention alongside approved employment actions.
RES. NO. 43-26 (motion by Mr. Allen, second by Mr. Crum) resolved not to re-employ a limited-contract employee identified in the minutes as Steve Robinson when his contract expires June 30, 2026, and directed the Superintendent and/or Treasurer to provide written notice to the employee on or before June 1, 2026. The motion passed with all five board members recorded as 'yes.'
Public participation note: At the start of the meeting administrators opened a public meeting on the issue of re-employment following retirement for five teachers (Anne Boley, Julie Huffman, Jason Johnson, Christina VanNoy and Amy Walters) and Larry Ryan (Director of Special Programs); members of the public were invited to provide input during a capped public comment period, but the meeting minutes do not record the content of public comments in the minutes provided.
Next steps: Hires and contracts authorized pending required verifications will be finalized by the administration; the board directed notice of the nonrenewal to be provided by the specified deadline.
