Warren Local Board elects Jesse Roush president, approves litigation counsel and routine budget, personnel and facilities actions

Jesse Roush was elected president of the Warren Local Board of Education and assumed the chair at the board’s organizational meeting on Jan. 13 at Warren High School. The five-member board also elected Bob Crum vice president and set its 2026 regular meeting schedule for the fourth Thursday of each month at 6:00 p.m.
The board voted unanimously to establish a Board Service Fund of $8,000 for 2026 and approved a package of standing authorizations that delegate routine financial and administrative powers—such as investing inactive funds, paying bills when funds are available, appointing the Superintendent as purchasing agent, and permitting the Superintendent and Treasurer to use outside legal counsel when appropriate.
The Treasurer’s report included approval of the minutes from the Dec. 15, 2025 meeting and payment of bills and other expenses for December 2025 totaling $2,463,741.43. The board also accepted financial statements, including an investment earning of $385.34 that was deposited to the Permanent Improvement Fund.
The board approved the district’s 2026–2027 school calendar as presented. In personnel actions, it recorded the retirement of Larry King, a high school science teacher effective at the end of the 2025–2026 school year, and approved classified appointments and transfers contingent on standard verification procedures. The board also approved supplemental pupil-activity assignments for the 2025–2026 year, including a half-position for varsity girls swimming assigned to Jenny Miller, with pay per the negotiated agreement and subject to required permits.
By resolution, the board authorized the Superintendent to execute a contingency-fee legal-services contract with David Grossman & Associates PLLC to investigate and pursue recovery of past and future costs the district says it has incurred relating to students’ use of social media and video games. The resolution cites ongoing federal multidistrict litigation (MDL No. 3047) and related proceedings and finds that the district has expended resources in connection with those issues. The contract was approved in open session, with the board noting compliance with Ohio’s open-meeting requirements.
Board member Bob Allen read a statement honoring longtime Warren coach Blaine Maddox and moved to name the new high school gymnasium court the Blaine Maddox Basketball Court. "Blaine has won over 400 games during his time at the helm of the Warren Boys’ team," Allen said, and the board voted to approve the naming.
The board also established committee assignments for 2026 covering District Operations; Evaluation of the Superintendent; Finance & Evaluation of the Treasurer; Policy; and Learning, Instruction & Assessment. The meeting closed after the board reaffirmed its next regular meeting for Feb. 26, 2026, and adjourned at 6:45 p.m.
