ZBA closes several hearings and approves minor variances, signs and an extension

Beyond the two contested appeals, the Zoning Board handled a string of routine land‑use matters.
Paul Noto, attorney for Z1 Fencing, described a change‑of‑use application for 124 Palmer Ave (former gym) to operate a fencing studio with classes mainly between 4 p.m. and 8 p.m. The board discussed hours and parking; the public hearing was closed for later decision.
At 1139 West Boston Post Road, owner Jack Lusk said the operation is primarily a seafood market with takeout and limited seating; the board queried which code definition applies (restaurant carryout versus delicatessen) and parking adequacy; that hearing was also closed. A massage/wellness spa at 397 Palmer Ave requested a special permit for therapeutic services; applicants said operations would be by appointment with licensed therapists; that hearing was closed as well.
On consent‑style votes, the board approved an area variance to legalize an existing mini‑split condenser located near a driveway with conditions limiting future enlargement, and granted a facade‑sign variance for Barnstone Grill consistent with neighboring commercial signage (one member abstained). The board also granted a one‑year extension of time to complete construction for 416 Waverly.
