The Village of Manley Board of Trustees on Dec. 12 addressed an accounting oversight related to State Highway Allocation funds and approved steps to document and correct the issue.
Village Clerk Lindsy Cronk and Board Chairman Denise Swenson read a letter to the Nebraska State Auditor’s Office stating that, because of a transition between clerks, the monthly transfers intended to match 25% of state Highway Allocation payments were not made on schedule during the 2023–24 fiscal period and that the full transfer was completed in October 2024. "We acknowledge that this delay is not in line with the proper allocation schedule," the letter says. The board voted to accept and submit the letter with its Audit Waiver.
Board members also approved a motion to use the village’s 2020 Recovery Fund for road patching; that motion and several routine administrative motions (payment of a $50 Nebraska Municipal Clerks Association membership and authorization for the village clerk to attend SEACA training) were approved by roll call.

Details and next steps The letter offers to provide additional documentation to the State Auditor if requested. The minutes do not state the total dollar value of the missing monthly transfers; the village’s written note says the full transfer was processed in October 2024 but does not specify an overall amount in the meeting record. The board also discussed related operational items — community center projects, pending third bids for painting and road patching on Main & Locust, and snow removal logistics — that will proceed as bids and resources allow.
The meeting minutes and the signed letter are on file at the Manley Village Office for review.
