Manley trustees approve multiple permits, interlocal sewer work, appointments and certify street superintendent

At its Nov. 14 meeting the Village of Manley Board approved multiple building permits, accepted an interlocal sewer agreement with Louisville, appointed Marshall Stander to the Planning Commission and JEO as village engineer for 2025, certified Steve Parr as the city street superintendent, and approved split funding for holiday decorations.
Trustees in the Village of Manley approved a bundle of routine and administrative actions at the Nov. 14 meeting, including several building permits, an interlocal agreement with the city of Louisville for sewer work, appointments to municipal bodies and certifications required for state highway funding.
The board unanimously approved a building permit for Crossroads Church to install three 20-foot crosses, as well as permits for a new concrete patio at 109 Locust and two permits for 105 Locust (a full remodel with vapor barrier and vinyl siding plus a porch addition). Trustee Tim Glas made the motions to approve those permits; votes were recorded as 5-0 for each item.
On public-works and finance matters, the board accepted Louisville's proposed interlocal agreement, which the minutes say will allow Manley to work with Louisville to jet portions of the sewer system. Trustees also discussed snow removal assignments (Patrick McAndrew and Jarod Paul) and authorized minor truck repairs; the minutes record a new snow blade pickup ($250) and an estimated catalytic converter/exhaust cost of about $400 from Keckler's in Weeping Water.
Holiday decoration funding prompted discussion. An initial motion to approve $6,000 from the Community Center account failed for lack of a second. Chair Denise Swenson then proposed splitting the $6,000 with $3,000 from the Community Center account and $3,000 from the General account; that motion passed 5-0. The decorations plan covers materials, hangers and electrical work for 13 street poles identified by the Christmas Light Committee.
On governance and compliance items, trustees reviewed the internal audit conducted by Tim Glas, Lindsy Cronk, Patricia Gruber and Pat Klauman; the minutes note the audit found no missing funds and the audit committee will provide an update in December. Because no Highway Allocation match transfers had been completed earlier in 2024, the board approved transfers of $3,329.33 each from the Water and Sewer accounts to the Highway account (transfers dated Oct. 29) and noted a December letter to the Nebraska Department of Transportation will be required to preserve Highway Allocation funding.
Chair Swenson read and the board adopted Resolution 24-06 certifying that Steve Parr served as the 2024 City Street Superintendent and appointing him for 2025 (Class A License No. S-859); trustees also appointed JEO as the village engineer for 2025. The minutes record that the village has $30,000 in 2020 recovery funds that must be committed to a project by the end of 2024 and spent by the end of 2025 or returned.
Other administrative items included the Planning Commission appointment of Marshall Stander (to replace resigning member Laura Glas), discussion of the SEACA Clerk Institute and NMCA dues (vote on conference funding to be held in December), and a Vacancy Ordinance 24-03 hearing that was closed and tabled pending consultation with the village attorney. The meeting adjourned at 10:02 p.m.
