Manley board authorizes chair to sign state road certification (Resolution 24-01)

The Village of Manley Board of Trustees voted unanimously on Aug. 13 to authorize Chair Denise Swenson to sign the Municipal Annual Certification of Program Compliance required by the Nebraska Board of Public Roads Classifications and Standards (Resolution 24-01).
Swenson read the resolution aloud; Trustee Tim Glas moved to approve the authorization and Marcie LaFleur seconded the motion. The board recorded a unanimous roll call in favor of the resolution. Minutes attached to the meeting include the statutory citations listed in the certification (Neb. Rev. Stat. sections 39-2115, 39-2119, 39-2120, 39-2121 and 39-2520(2)).
A subsequent motion by Swenson to restate and amend the prior motion (to again authorize Swenson to sign) was offered and seconded by LaFleur and likewise passed unanimously, per the meeting record. The minutes indicate the completed certification and original signed resolution are to be returned to the Nebraska Board of Public Roads Classifications and Standards by the Oct. 31, 2024 filing deadline to avoid suspension of highway allocation funds.
The resolution directs the village chair to sign the certification and confirms that the village has included required public records on road plans, budgeting, inventory and accounting systems as described in the cited state statutes. The completed forms are on file at the village office.
