The Village of Manley Board of Trustees voted unanimously to change the zoning of Tax Lot 9 from Agricultural (AG) to Agricultural-Residential (AG/RES), adopting Resolution 24-05 at its Nov. 14 meeting. Trustee Tim Glas moved to accept the Planning Commission recommendation; Trustee Phillip Tapp seconded and the measure passed 5-0.
Chairman Denise Swenson read Resolution 24-05 before the board voted; the record shows the Planning Commission had previously voted 5-0 in favor of the change after a public hearing on Aug. 28, 2024, and presented its recommendation to the Village Board on Sept. 12, 2024. At the Nov. 14 hearing, the board opened the public comment period and recorded that no members of the public offered discussion on the proposal.
The change covers the administrative subdivision described as the SW1/4 of the SW1/4 of Section 14-T11N-R11E (Tax Lot 9) in Cass County. The board’s resolution states the property zoning within the village’s one-mile jurisdiction is amended in the Comprehensive Plan to reflect the new AG/RES designation.
The Planning Commission’s recommendation and the board’s action align: the commission’s Aug. 28 vote and the board’s Nov. 14 adoption were both unanimous. The motion to approve the zoning change was made by Trustee Tim Glas and recorded as seconded by Trustee Marcie LaFleur; the clerk’s minutes record a 5-0 vote in favor.
The immediate procedural effect is the formal amendment of the village zoning maps and regulations to list Tax Lot 9 as AG/RES. The minutes do not specify subsequent permits or development proposals tied to the change; any future land-use applications will proceed under the revised zoning designation.
