Malcolm trustees approve utility lien, bulk-water fees and a series of maintenance contracts

The Village of Malcolm Board of Trustees on Dec. 4 approved several measures to address utilities, infrastructure and park maintenance and set public hearings on a proposed fire station zoning change.
Trustee Jerad Little moved to accept the minutes of the Nov. 6, 2024 meeting, and the board carried the motion unanimously. The trustees then approved the treasurer’s report for November showing disbursements of $111,374.73 and deposits of $46,782.61.
On infrastructure, the board approved Select Plumbing’s bid of $21,515 to install fire hydrants, with a proviso that Codr Plumbing may perform the work if it can meet or beat that price. Trustee Nick Benes introduced the motion and it passed unanimously. The board also approved a three-year crack-sealing agreement with Craig Beck at $0.51 per running foot; Beck will coordinate with the maintenance team at least one week in advance to identify work areas.
The trustees approved Resolution 2024-08 to place a lien on the residence at 137 E 2nd Street for nonpayment of utility service. Trustee Jerad Little moved the resolution, which carried with all members voting "Yea." The board also adopted Resolution 2024-10 to set fees and conditions for the sale of bulk water; the resolution establishes a $100 weekly service fee for bulk-water use that takes effect Jan. 1, 2025.
Other contracts approved included a TruGreen lawn-treatment agreement for $1,605.18 to service Larry Murray and Elk Creek parks in spring and fall 2025, and Sykes Construction’s estimate of $8,586 for handicap parking and sidewalks at the ballfield. The board approved Windstream’s building permit for buried conduit installation, and requested maps of the conduit locations plus written confirmation that Windstream will cover costs if service lines within utility easements are damaged.
Trustee Jerad Little moved Resolution No. 2024-09 to make a set of village appointments, and the motion passed with Trustee Mike Faubion recorded as abstaining. The board tabled discussion of generator bids until January 2025 and directed ordering larger radio-read water meters for Malcolm Public School, the Malcolm Fire Department, the ballfields and the sewer plant.
The board accepted the Malcolm Fire Department’s application to change zoning for a proposed new fire station from agricultural to commercial; a Planning Commission public hearing is scheduled for Jan. 29, 2025, with a Village Board public hearing set for Feb. 5, 2025. The meeting adjourned at 10:12 p.m.
